دولت رانتیر کویت و نهادینه شدن جایگاه پارلمان در فرایندی تاریخی
کویت دارای دولت رانتیر (تحصیلدار) است که بیشتر درآمدش از فروش نفت حاصل می شود. با وجود این که گفته می شود دولت های رانتیر فی نفسه مانعی بزرگ برای مردمسالاری هستند، اما این کشور امروز در مقایسه با سایر اعضای شورای همکاری خلیج فارس ( که در زمینه اقتصاد وابسته به فروش سوخت های فسیلی و همچنین در زمینه های فرهنگی شباهت بسیاری به کویت دارند)، از لحاظ مردمسالاری، از اعتبار خوبکویت دارای دولت رانتیر (تحصیلدار) است که بیشتر درآمدش از فروش نفت حاصل میشود. با وجود اینکه گفته میشود دولتهای رانتیر فی نفسه مانعی بزرگ برای مردمسالاری هستند، اما این کشور امروز در مقایسه با سایر اعضای شورای همکاری خلیج فارس (که در زمینه اقتصاد وابسته به فروش سوختهای فسیلی و همچنین در زمینههای فرهنگی شباهت بسیاری به کویت دارند)، از لحاظ مردمسالاری از اعتبار خوبی برخوردار است. توجه این مقاله معطوف این موضوع است که چرا و چگونه دولت کویت علیرغم رانتیر بودن توانسته در زمینه مشارکت سیاسی پیشرفت نسبی قابل توجهی حاصل کند. این مقاله بر فرایند تاریخی از منظر «نهادگرایی تاریخی» متمرکز گشته است و تاکید دارد که ادراک و دریافت جامعه کویت از مشروعیت حکومت مبتنی بر پارلمان و خود موسسه (سازمان تاسیس یافته) پارلمان کویت در فرایندی تاریخی نهادینه شدهاند و آنچه از پیشرفت مردمسالاری و نتایج این دو نهاد در سپهر سیاسی امروز کویت مشاهده میشود حاصل این نهادینه شدن در فرایندی تاریخی است. اکنون پرسش اساسی اینجاست که نسبت میان دینامیسم رانتی و نهادینه شدن در تاریخِ پارلمان کویت چیست و آن را چگونه باید ارزیابی کرد؟ به نظر میرسد رابطه حکومت و جامعه کویت تا حد زیادی تابع دینامیسم رانتی است اما این نظم نهادی پارلمانی در فرایند تاریخی نهادینه شده است که قاعده بازی، امکانها، محدودیتها و مسیر تحقق اهداف را برای کنشگران نهادی در کویت مشخص میکند.ی برخوردار است. توجه این مقاله معطوف این موضوع است که چرا و چگونه دولت کویت علی رغم رانتیر بودن توانسته در زمینه مشارکت سیاسی پیشرفت نسبی قابل توجهی حاصل کند. در حالی که بسیاری از محققان بر مالیات شهروندان به عنوان مهمترین پیشران مشارکت سیاسی و به و به همان نسبت افزاینده مشروعیت حکومت تاکید دارند، مقاله من بر فرایند تاریخی از منظر نهادگرایی تاریخی متمرکز گشته است و تاکید دارد که ادراک و دریافت جامعه کویت از مشروعیت حکومت مبتنی بر پارلمان، و خود موسسه (سازمان تاسیس یافته) پارلمان کویت، در فرایندی تاریخی، نهادینه شده اند و آنچه از پیشرف مردمسالاری و نتایج این دو نهاد در سپهر سیاسی امروز کویت مشاهده می کنیم حاصل این نهادینه شدنِ در فرایندی تاریخی است. اکنون سوال اساسی اینجاست که نسبت میان دینامیسم رانتی و نهادینه شدن در تاریخِ پارلمان کویت چیست و آن را چگونه باید ارزیابی کرد و نقش متغیری به نام نهاد مستقر در این میان چیست؟

ظهور دولت مدرن در خاورمیانه از منظر رویکرد جامعهشناسی تاریخی
آنچه که امروزه بعنوان دولت مدرن در سرزمینهای خاورمیانه شناخته میشود در اکثر کشورهای منطقه به طور جدی با الگوی اولیه آن که در طول بیش از سه قرن در اروپای غربی شکل گرفت، متفاوت است. یکی از نشانههای دولت مدرن استفاده انحصاری از قوه قهریه توسط نظام سیاسی حاکم میباشد که این مهم در الگوی اروپایی به واسطه فرآیند چانهزنی بین نیروهای اجتماعی و دولتمردان شکل گرفت؛ این در حالی است که نیروهای اجتماعی فعال در خاورمیانه معاصر نقش بسیار کمرنگی در روند نهادینهسازی قوه قهریه در دستان دولتها داشتند. حال این پرسش مطرح میشود، چرا فرآیند دولتسازی و روند تثبیت انحصار دولت بر قوه قهریه در مناطق مورد بحث، سرنوشتی متفاوت داشت. در این رابطه به نظر میرسد نقش بازیگران بینالمللی در شکلگیری دولت مدرن خاورمیانهای باعث شد تا اکثر دولتهای منطقه بیش از آنکه بر قدرت زیرساختاری معطوف به جریانهای اجتماعی جوامع مربوطه متکی باشند بر قدرت استبدادی برآمده بر زور و اجبار تکیه کنند. بعبارت دیگر حمایت قدرتهای بینالمللی از رهبرانی که به طور عمده از بقایای نظام سیاسی سابق به حساب میآمدند، باعث گردید طول مدت ظهور دولت مدرن در خاورمیانه تنها به چند دهه تقلیل یابد. این نوشتار میکوشد ضمن اشاره به دیدگاههای رقیب پیرامون ظهور دولت مدرن در چارچوب تحلیلی جامعهشناسی تاریخی، ریشههای ظهور دولت مدرن در خاورمیانه معاصر را در پرتو جامعهشناسی تاریخی روابط بینالملل بررسی نماید.

توسعه سیاسی و موانع گذار به دموکراسی در چین (1978-2021)
نظریهپردازان نوسازی معتقدند بین توسعه اقتصادی و اجتماعی و فرایند گذار به دموکراسی ارتباط مستقیم وجود دارد. طبق نظریههای نوسازی، توسعه اقتصادی و صنعتی شدن منجر به گذار به دموکراسی میشود. محققین نقطه عزیمت توسعه اقتصادی چین را سال 1978 میدانند. این کشور سالهای متوالی دارای رشد اقتصادی بیش از 10درصد بوده است. این امر باعث شده که محققان از آن با عنوان معجزه چین نام ببرند اما این کشور طبق نظریه مدرنیزاسیون، گذار به دموکراسی را طی نکرده و به یک استثنا تبدیل شده است. هدف این مقاله بررسی اجمالی مدل توسعه سیاسی چینی و تبیین عدم گذار به دموکراسی در این کشور است. پرسش پژوهش این است که چه موانعی باعث عدم گذار به دموکراسی در چین از سال 1978تا 2021 شده است؟ فرضیه پژوهش که تلاش میشود با متدولوژی تحلیلی و تبیینی به اثبات برسد عبارت است از: عوامل مختلفی باعث عدم گذار دموکراسی در چین شده است اما مهمترین آنها هماهنگی و انسجام بین طبقه حاکم (حزب کمونیست چین، دولت و ارتش)، ضعف جامعه مدنی، چندپارهگی و وابسته بودن طبقه متوسط، بافت و ارزشهای جامعه چینی و ترس از بهم ریختگی و بیثباتی اجتماعی و سیاسی در پرجمعیتترین کشور جهان نزد اکثر گروهها، طبقات مختلف جامعه و بعضی از کشورهای جهان میباشد. مجموعه این عوامل باعث حمایت از سیستم اقتدارگرا و عدم تمایل آنها برای ورودی به فرایند گذار به دموکراسی در فاصله زمانی 1978تا2021 شده است.

شناسایی و بررسی مؤلفههای مؤثر در همکاری میان سازمانی در سیاستگذاری عمومی
همکاری میانسازمانی؛ فرایندی است که در آن بازیگران مستقل از طریق مذاکرات رسمی و غیررسمی تعامل کرده و به صورت مشترک قواعد و ساختارهای حاکم بر روابط خود و راههای تصمیمگیری و اجرای موضوعات مشترک را وضع میکنند. برای این منظور، مجموعهای از اصول، قواعد، هنجارها و ابزارهای مختلف برای راهبری ارتباطات میان سازمانهای مختلف برای حل مسائل گوناگون بکار گرفته میشود. در برخی مطالعات که اغلب تجربی نیز هستند؛ از ابزار همکاری میانسازمانی بعنوان روش مواجهه با مفاهیم پیچیده مثل حوزههای سیاستی که سریعاً در حال تغییر هستند یا مسئله هماهنگی میان تعداد زیادی از بازیگران یاد شده است. بکارگیری اصول، تکنیکها، ساختارها و هنجارهای مختلف میتواند همکاری میان سازمانهای مختلف را ارتقا بخشیده و تسهیل کند. محققان مختلف با مطالعات نظری و تجربی مختلف درصدد آن هستند که ترکیب بهینه و متناسبی از این اصول، ساختارها و ابزارها را به نحوی با یکدیگر ترکیب کنند که چارچوبی جامع برای همکاریهای میانسازمانی در حل مسائل سیاستی را تدوین و تجویز کنند. این پژوهش با بررسی ادبیات نظری و تجربی موجود، درصدد آن است که عوامل مؤثر بر همکاریهای میانسازمانی را شناسایی و مورد بررسی و تحلیل قرار دهد. نتایج نشان میدهد پنج متغیر کلان حکمرانی، سازمانی- اداری، ویژگیهای فردی، اعتماد و محیط بر همکاری میانسازمانی اثرگذارند. هر کدام از این متغیرها نیز از متغیرهای مجزایی برخوردارند.

این پژوهش با هدف مطالعه عملکرد مدیریتی سازمانهای ورزشی ایران و جهان در بحران کرونا و با استفاده از روش مطالعه تطبیقی انجام شد. این تحقیق به دنبال پاسخگویی به این پرسش است که سازمانهای ورزشی کشور در دوران پاندمی چطور عمل و از چه طریق پویایی سازمانهای ورزشی را حفظ کردند و این امر در سایر کشورهای جهان به چه شکل انجام شد؟ بر این اساس، جامعه مورد مطالعه پژوهش، سازمانهای ورزشی دولتی و خصوصی 20 کشور برتر جهان در حوزه صنعت ورزش و کشور ایران (21=N) بودند که عملکرد آنها در دوران پاندمی در رسانههای جهان منتشر شد، به این منظور کلیه اخبار و گزارشهای مربوطه که در پایگاههای خبری مهم جهان انعکاس یافت بطور تمامشمار مورد بررسی و تحلیل محتوا قرار گرفت و با بهرهگیری از مدل چهار مرحلهای جورج بردی دادههای حاصله جمعآوری، طبقهبندی و تفسیر شدند. نتایج حاصل از تحقیق نشان داد که عملکرد سازمانهای ورزشی در کشورهای مورد مطالعه، در دو بخش کلی فعالیتهای مرتبط با حوزه ورزش و فعالیتهای مرتبط با مسئولیت اجتماعی سازمانها قرار میگرفت. در بین کشورهای مورد مطالعه، سازمانهای ورزشی ایران در مقایسه با سایر کشورها در اکثریت ابعاد فعالیتهای حمایتی عملکرد مطلوبی نداشتند، لذا نیاز است تا در آینده، مدیران این سازمانها از تجربیات جهانیان در مدیریت بحران بهرهبرداری نموده و برنامهریزی منعطف و پاسخگویی جهت مقابله با بحرانهای آتی تدوین کنند. در این راستا نیاز است تا مدیران امکان آموزش پرسنل خود را برای مواجهه با بحرانهای آتی در دستور کار خود قرار دهند.

نسبتسنجی آزادسازی اقتصادی و پایدارسازی امنیت در دولت چین
دولت چین از اواخر دهة 1970 میلادی فرایند آزادسازی اقتصادی را با الگویی منحصر به خود آغاز کرد و در کمتر از نیم قرن، به رشد کمنظیری دست یافت. این آزادسازی همچنین به تدریج چهره فقر را به میزان قابل توجهی از این کشور زدود و شهروندان چینی را از کیفیت زندگی بهتری بهرهمند ساخت. این مقاله تاثیر سیاستگذاریهای مبتنی بر مدل آزادسازی اقتصادی در دولت چین را بر پایداری شاخصهای ثبات و امنیت در این کشور بررسی و میکوشد تا با رویکرد اقتصاد سیاسی با روش روندپژوهی مستند به دادههای آماری، نسبت دو مقولة آزادسازی اقتصادی و امنیت ملی را در دولت چین مورد مطالعه قرار دهد و به برآوردی از میزان پایداری امنیتی دولت این کشور در صورت تداوم تقید به الگوی آزادسازی اقتصادی دست یابد. مقاله ضمن بررسی و پایش برخی شاخصهای تاثیرگذار اقتصادی، سیاسی، نظامی و زیستمحیطی دولت چین طی چند دهه گذشته نشان میدهد که اگرچه در خلال این روندها، دولت چین در مقاطعی با چالشهای جدید امنیتی در حوزههای مختلف مواجه شده است؛ با این همه، دولتمردان چین از رهگذر آزادسازی اقتصادی طی نیم قرن گذشته توانستهاند به جز در زمینة امنیت زیستمحیطی، موفق به بهبود و پایدارسازی سایر شاخصهای امنیت ملی خود شوند. اهمیت این یافته در این نکته است که الگوی چین میتواند مورد توجه دولتها در کشورهای کمتر توسعه یافته قرار گیرد.

واکاوی نقش بحران مشارکت در سقوط رژیم پهلوی دوم
این پژوهش به بررسی و تحلیل بحران مشارکت در سقوط رژیم پهلوی دوم از منظر تئوری بحران میپردازد. لوسین پای با طرح این تئوری بر این نظر است که برای تحقق توسعه مطلوب، یک نظام سیاسی باید از سلسله بحرانهایی به صورت موفقیتآمیز عبور کند. پرسش اصلی پژوهش این است که بحران مشارکت در سقوط رژیم پهلوی چه نقشی داشته است؟ یافتههای تحقیق حاکی از آن است که با کنار رفتن حاکمیت دیکتاتوری در سال 1320، جامعه ایران وارد مرحله جدیدی شده و فراهم شدن فضای باز سیاسی و فعالیت احزاب و تشکلهای سیاسی، انگیزه مردم را نسبت به مشارکت سیاسی دو چندان کرد. اما با وقوع کودتای 28 مرداد 1332، دوره جدیدی از حاکمیت استبداد در ایران آغاز شد. استبداد سیاسی، عدم رشد و ناکارآمدی احزاب، فقدان انتخابات آزاد، سرکوب آزادیها و حقوق سیاسی مردم، ضعف شدید تشکلهای مردمی و عدم آزادی مطبوعات و مواردی از این قبیل سبب گردید که حکومت پهلوی با بحران مشارکت سیاسی مواجه شود. تداوم بحران مشارکت در حکومت پهلوی و بیتوجهی ارکان حکومت به حل بحران مذکور، باعث شد تا زمینههای سقوط رژیم پهلوی فراهم گردد. روش پژوهش به صورت توصیفی ـ تحلیلی و از نوع پژوهش علّی میباشد. جمعآوری دادهها در این پژوهش به صورت کتابخانهای و اسنادی صورت گرفته است.
