Actions that are unbearable for people under normal circumstances. These restrictive measures and extraordinary means have so far been accepted by the public (despite popular protests in some countries). This study seeks to answer the main question: "Which of theories can best explain or understand the restrictive actions of different states in the face of coronavirus?" It hypothesizes that "use extraordinary means such as the closure of universities, mosques, religious shrines, discos and nightclubs, etc. "Different governments use them in the face of the coronavirus, due to the “securitization' of public health from the risk of a viral pandemic by different governments." The theory of "securitization" is therefore used, because in "securitization", the a securitising actor defines a security issue as a threat to the survival of a referent object which is claimed to has a right to survive. Since a question of survival necessarily involves a point of no return at which it will be too late to act, it is not defensible to leave this issue to normal politics. The securitising actor therefore claims a right to use extraordinary means or break normal rules, for reasons of security; Tools that are normally unjustifiable and not tolerated. At the same time, the actions of a transnational actor such as the World Health Organization(WHO) in "securitization" the coronavirus are examined using the concept of " Macrosecuritization ".}, keywords = {Speech,ACT,securitization}, title_fa = {امنیتی کردن کرونا ویروس و پذیرش اقدامات محدود کننده دولت‌ها در مواجهه با پاندمی کرونا؛ مطالعه موردی بریتانیا، آلمان و استرالیا}, abstract_fa = {دولت­های مختلف در سطح جهان اقدامات محدودکننده سنگینی را بهمنظور مقابله با شیوع ویروس کووید-19 در دستور کار قرار داده­اند؛ اقداماتی که در شرایط عادی برای مردم غیرقابل تحمل هستند. علی­رغم اعتراضات مردمی در برخی از کشورها، این اقدامات محدودکننده و تدابیر غیرعادی تا بدین لحظه مورد پذیرش عموم قرار گرفته­اند. کاربست یک نظریه بهمنظور بررسی چگونگی پذیرش این اقدامات محدودکننده، هدف اصلی این پژوهش میباشد. پرسش پژوهش این است که: امنیتی‌کردن کروناویروس توسط مقامات ذیصلاح دولتهای مختلف چگونه بر پذیرش اقدامات محدودکننده آن دولت­ها توسط مردم در مواجهه با کروناویروس تأثیر میگذارد؟ فرضیه این است که «به‌واسطه کنشگفتاری موفقیتآمیز «امنیتی‌کردن» سلامت مردم از خطر پاندمی (همه­گیری) ویروسی توسط دولت­های مختلف و نیروی اجرایی نهفته در آن، زمینه فعلی تغییر نموده و مخاطب (در این­جا مردم کشورهای مختلف) متقاعد میگردد که تدابیر و تمهیدات غیرعادی نظیر تعطیلی دانشگاه­ها، مساجد، اماکن مقدس مذهبی، دیسکوها و کلوب­های شبانه که دولت­های مختلف آن­ها ‌را در مواجهه با کروناویروس بکار می‌گیرند را تحمل نماید». متدولوژی این پژوهش مبتنی بر بررسی اظهارات و بیانیههای مطبوعاتی نخست وزیران بریتانیا و استرالیا و صدراعظم آلمان میباشد.  بهواسطه بررسی اظهارات این سه مقام دولتی، عناصر اصلی و شرایط تسهیل­کننده کنش ­گفتاری امنیتی­کردن کروناویروس مورد تدقیق قرار میگیرد که بههمین دلیل میتوان روش پژوهش را کیفی ذکر نمود. روش گردآوری دادهها استفاده از تارنماهای معتبر و رسمی میباشد. ضمناً این نکته مفروض گرفته میشود در تمامی کشورهایی که اقدامات محدودکننده در مقابله با پاندمی کووید- 19 اعمال میگردد مشابه فرآیندی که این سه مقام دولتی در امنیتیکردن کروناویروس و اعمال محدودیتهای شدید بهکار میگیرند، تکرار میگردد. }, keywords_fa = {مکتب کپنهاگ,کرونا ویروس,کنش ‌‌گفتاری,بازیگران امنیتی‌کننده,ابزارهای غیرعادی,محدودیت‌های سنگین}, url = {https://tssq.atu.ac.ir/article_12258.html}, eprint = {https://tssq.atu.ac.ir/article_12258_99378bfec54b1bcc8894060a41e809fc.pdf} }
