The main issue of the paper is the explanation of the consequences of the distribution of the natural resources in Iran during the Qajar period. The data was collected from the National Documents Archives and other library resources, and by historical method, the rent analysis was analyzed. The findings show that, in Iran's economic history, the government is placed as the largest distributor of natural resources (land and water) on the supply side, and society (capital and labor) is placed as the largest consumer, on the demand side. The structure of political and social institutions, based on the model of the implementation of social justice, in the distribution of natural resources, monolithically consolidates. This pattern has been one of the main factors behind the creation of rents and the establishment of rents management institution in the government. During the Qajar period, Thiol, conversion, the difference in prices and the salaries and wages of the princes, have been the most important channels for the distribution of rents, split from the rent government agency. These canals were blocked after the Constitutional Revolution, with the decisive action of the first parliament. The state rent agency was one of the main factors in the ineffectiveness of the tax system, the continued decline in government revenue, and the prevalence of bribes and corruption. The ultimate goal of distributing rents has been the exemption from tax payments. Other important consequences of rents include the transfer of major economic privileges and the occurrence of a constitutional revolution. }, keywords = {Qajar,Royalty,Land distribution,constitutional revolution}, title_fa = {پیامدهای توزیع زمین و آب در ساخت سیاسی- اجتماعی ایران «مطالعه موردی: اواسط عهد ناصری تا انقلاب مشروطه»}, abstract_fa = {این مقاله قصد دارد ضمن تحلیل پیامدهای توزیع منابع طبیعی (زمین و آب) در ساختار سیاسی و اجتماعی، نظریه رانت­داری را به‌مثابه رهیافتی بدیل برای تبیین پاره­ای از رخدادهای تاریخی و مسائل سیاسی و اجتماعی ایران ارائه کند. مسئله اصلی مقاله تبیین پیامدهای توزیع اصل منابع طبیعی در ایران دورۀ قاجاریه است. داده‌ها از آرشیو اسناد ملی و سایر منابع کتابخانه­ای گردآوری و به روش تاریخی تحلیل رانت مورد تجزیه و تحلیل قرار گرفت. یافته‌ها نشان می­دهد در تاریخ اقتصادی ایران دولت به‌عنوان بزرگ­ترین توزیع کننده منابع طبیعی (زمین و آب) در طرف عرضه و جامعه (سرمایه و کار) به‌عنوان بزرگ­ترین مصرف کننده در طرف تقاضا قرار می­گیرد. ساختار نهادهای سیاسی و اجتماعی بر اساس الگوی اجرای عدالت اجتماعی در توزیع منابع طبیعی به‌شکل انحصاری قوام می­یابد. این الگو از عوامل اصلی ایجاد رانت و تثبیت نهاد رانت­داری در دولت بوده است. در دورۀ قاجاریه تیول، تسعیر، تفاوت عمل و حقوق و مواجب شاهزادگان مهم‌ترین کانال­های توزیع رانت، منشعب از نهاد رانت­داری دولتی بودند. این کانال­ها پس از انقلاب مشروطه با اقدام قاطعانه مجلس اول مسدود شدند. نهاد رانت­داری دولتی از عوامل اصلی ناکارآمدی نظام مالیات­گیری، کاهش مستمر درآمد دولت و شیوع رشوه و فساد بود. هدف نهایی توزیع رانت معافیت از پرداخت مالیات بود. از دیگر پیامدهای مهم رانت­داری می­توان به واگذاری امتیازات بزرگ اقتصادی و وقوع انقلاب مشروطه اشاره کرد.}, keywords_fa = {قاجاریه,بهرۀ مالکانه,توزیع زمین,انقلاب مشروطه,رانت‌داری دولتی}, url = {https://tssq.atu.ac.ir/article_9592.html}, eprint = {https://tssq.atu.ac.ir/article_9592_d1bfcb5025b351c895e8737ec31c5005.pdf} }
